President Reagan named former California Lt. Gov. Mike Curb today as a member of the Advisory Committee for Trade Negotiations for a two-year term succeeding Virginia Weinman. Curb, 42, is chairman of Curb Records of Burbank, Calif., and was former Democratic Gov. Edmund G. Brown Jr.’s combative lieutenant governor from 1979 to 1983. His attempts to regain public office have been rebuffed by voters.
