Anaheim : Jewel Co. Loses Appeal in Property Tax Fight

The California Supreme Court has declined to review a 1980 property tax reappraisal that the owner said is illegal.

The action means that Jewel Co. Inc. of Chicago will not receive a refund of property taxes on 24 retail stores in Orange County that it had paid under protest.

Jewel had argued that its 1980 merger with Sav-On Drugs Inc. of Anaheim was not a change of ownership and, therefore, not subject to the higher taxes provided for under Proposition 13, the 1978 measure designed to cut property taxes.

Jewel attorneys maintained that the firm’s Orange County property should have been valued at $21 million rather than at the $32.5 million set by county assessors after the merger.
