A Haitian government commission investigating a massacre of more than 200 peasants in a remote village said there was no sign that the outlawed paramilitary Tonton Macoutes had been involved. The commission said it could not confirm the widely held belief that the Tontons Macoutes had acted in league with three local landlords in the July 23 killings in the village of Jean Rabel, 150 miles from Port-au-Prince, in a dispute over land reform. The Tontons Macoutes were outlawed after President Jean-Claude Duvalier fled the island last year in the midst of an uprising that led to formation of a provisional government.
