Freeway Shooters: Passed and sent to the governor on a 79-0 vote a bill (AB 2416) by Assemblyman Paul E. Zeltner (R-Lakewood) to provide $7.3 million to hire 150 new California Highway Patrol officers to help crack down on freeway violence.

Discrimination: Passed and sent to the governor on a 54-25 vote a bill (AB 239) by Assemblywoman Gwen Moore (D-Los Angeles) to prohibit state tax deductions for business expenses at private clubs that discriminate against women and minorities.

Hetch Hetchy: Passed and sent to the governor on a 42-34 vote a bill (AB 645) by Assemblyman Jim Costa (D-Fresno) calling for a state study into the feasibility of tearing down O’Shaughnessy Dam that forms Hetch Hetchy Reservoir in Yosemite National Park. The reservoir provides water for 2 million San Francisco Bay Area residents. U.S. Interior Secretary Donald P. Hodel has proposed tearing down the dam and letting the valley behind it return to its natural state.

Child Rearing: Passed and sent to the governor on a 43-34 vote a bill (AB 368) by Assemblywoman Gwen Moore (D-Los Angeles) to allow parents of either sex to take up to four months’ unpaid leave for child-rearing purposes without fear of losing their jobs.

High School Sex: Passed and sent to the governor on a 43-33 vote a bill (AB 2170) by Assemblywoman Teresa P. Hughes (D-Los Angeles) to require the state to develop a videotape to be shown to teen-agers in grades seven through 12 that carries the message, “It’s OK to Say No to Sex.”

License Plates: Passed and sent to the governor on a 48-27 vote a bill (AB 1786) by Assemblyman Tom Bates (D-Oakland) to establish a new artistic-design license plate program with the $50 fee going to help raise money for California Arts Council projects.

Senate Floor Action:

Unemployment Insurance: Passed and sent to the governor on a 23-10 vote a bill (SB 346) by Sen. Herschel Rosenthal (D-Los Angeles) to increase the maximum weekly unemployment insurance benefit from $166 to $181.

Water Beds: Passed and sent to the governor on a 24-2 vote a bill (SB 1645) by Sen. Barry Keene (D-Benicia) to prohibit landlords from refusing to rent to tenants with water beds if the tenants provide proof of insurance against water damage.

Flood: Sent back to committee on a 19-13 vote a bill (SB 182) by Sen. Daniel E. Boatwright (D-Concord) to increase from $2 million to $10 million a year the amount of money the state spends for flood control and Sacramento-San Joaquin Delta levee-maintenance work. This delays further action until next year.
