Governor Bills Signed:

Child Support: SB 1380 by Sen. Daniel E. Boatwright (D-Concord) allows district attorneys to seek collection of late child support payments up to 10 years after they are due or for five years after the dependent child reaches the age of 18 years.

Insurance: SB 1012 by Sen. Alan Robbins (D-Van Nuys) increases the maximum fine from $500 to $55,000 for insurance company violations of cease and desist orders issued by the state insurance commissioner to stop unfair consumer practices.

Hazardous Waste: AB 689 by Assemblyman Robert J. Campbell (D-Richmond) authorizes the Highway Patrol or cities and counties to prohibit the transportation of hazardous waste on highways adjacent to drinking water reservoirs.

Landlords: AB 1515 by Assembly Speaker Pro Tem Mike Roos (D-Los Angeles) permits the courts to order in-house confinement of landlords convicted of building code violations.

Pets: SB 1167 by Sen. Milton Marks (D-San Francisco) bars public rental housing agencies from prohibiting disabled tenants from keeping up to two domestic pets. Bills Vetoed:

Prisons: AB 1235 by Assemblyman Byron D. Sher (D-Palo Alto) would have required the state to develop and submit to the Legislature a plan to reduce prison overcrowding by more effective management of parole violators. The governor said several pilot projects to accomplish that goal already are being conducted.
