Congressional critics of South Africa’s racial policies demanded that President Reagan impose new sanctions on the white-minority government after his finding last week that earlier sanctions did not work. Critics said Reagan’s refusal to seek additional sanctions ignores anti-apartheid legislation passed a year ago over his veto. The law requires that if the Administration finds that sanctions have made no impact on South Africa’s discrimination policies, Reagan must recommend additional ones. The President said he favors “a period of active and creative diplomacy” rather than new sanctions.
