The U.S. ambassador to Haiti will attend the inauguration of that country’s president-elect, Leslie F. Manigat, despite the fact that last month’s election was “flawed,” Secretary of State George P. Shultz said. In testimony before the House Foreign Affairs Committee, Shultz said that U.S. Ambassador Brunson McKinley will attend Manigat’s inauguration on Sunday. Shultz also said the United States will continue to withhold economic aid from the impoverished Caribbean nation until real democratic reforms are implemented. The United States suspended $78 million in economic aid late last year.
