Union Carbide officials, including the company’s former chairman, charged by India with criminal liability in a 1984 gas leak that killed more than 2,800 people, have been ordered to appear in a Bhopal court. Kanhaiyalal Sisodia, chief judicial magistrate of Bhopal, issued the summonses after prosecutor U. S. Prasad said an initial summons, issued Dec. 1, had not been served. He did not say why the first summons was not served. A spokesman for Union Carbide said the Indian government’s emphasis on criminal prosecution was politically motivated and aimed at bolstering the civil case for damages.
