PG&E; and its pipeline subsidiary, Pacific Gas Transmission Co., are considering spending as much as $1.2 billion to expand PGT’s Western Canada-to-California pipeline to provide additional natural gas supplies to Southern California, the companies said. If approved by regulatory authorities and Southern California Gas Co., whose pipelines within Southern California would be used, the project could be in place by the early 1990s. Gas from the Western Canadian field is among the least expensive available on the market today.
