Overcrowding by ground transportation at California airports prompted the Public Utilities Commission to ask for comment on proposals advanced by its transportation staff that would, among other things, limit entry into what is the state’s fastest growing passenger market. Under the plan, entry would be governed by “capacity plans” filed every six months by airport authorities. The PUC regulates 170 common carriers, such as shuttle vans and buses, and 1,670 charter party carriers, including limousines.
