CIA Announces Changes Recommended by Panel

WASHINGTON —
The CIA has reorganized its counterintelligence activities and established an office on embassy security, Director William H. Webster told the Senate Intelligence Committee on Tuesday. Both moves had been recommended by the committee, which released Webster’s announcement after a closed hearing.
