The Federal Aviation Administration proposed a $636,200 fine against Orion Air, a cargo carrier that Eastern Airlines wants to contract to fly passengers in the event of a strike, for violating aviation regulations. The FAA cited Raleigh, N.C.-based Orion for operating a Boeing 727 jetliner for 1,193 flights without being inspected as required by government regulations. Other problems involved maintenance shortcomings, flight crew duty time violations and deficiencies in operating manuals, the FAA said. The agency said Orion “moved quickly to correct the deficiencies that led to the violations and is now in compliance” with the rules.
