U.S. and Philippine negotiators opened talks in Manila on the future of U.S. military bases there, with the head of the American delegation insisting that increased Soviet activity in the region poses a “clear threat” to the country. “The significant Soviet presence . . . casts a shadow over the expanding economic activity throughout the region,” U.S. Ambassador Nicholas Platt said in his opening statement. Delegations led by Platt and Philippine Foreign Secretary Raul Manglapus are reviewing the 1947 treaty, which expires in 1991.
