WASHINGTON — Mark Goodin was appointed Thursday as deputy assistant secretary for governmental affairs at the Transportation Department, it was announced. Goodin was press secretary to Sen. Strom Thurmond (R-S. C.) in 1982 and later became chief spokesman for the Senate Judiciary Committee.
