President Corazon Aquino said she will not allow deposed President Ferdinand E. Marcos to return to the Philippines for his mother’s funeral, but Marcos vowed to “exhaust all possibilities” to do so. Josefa Edralin Marcos, 95, who did not accompany her son into exile in Hawaii, died of cardiac arrest three days after she was admitted to a Manila hospital with lung and kidney problems. No date was set for the funeral, and family members were deliberating whether to bury her in Manila or in their home province of Ilocos Norte. Defense Minister Fidel V. Ramos said military officials recommended that Marcos, who is now living in Hawaii, not be allowed to return.
