Ticket-scalping charges against Don Rockstad, University of North Dakota assistant basketball coach, were dismissed in Kansas City, Mo., Municipal Court, authorities said. Rockstad had been charged with scalping tickets to the National Collegiate Athletic Assn. Final Four basketball tournament.
