The Interstate Commerce Commission gave final approval by a 3-2 vote to the merger of Greyhound and Trailways bus companies. The two lines have been operating as a single carrier since July, when the ICC gave temporary approval to the merger because Trailways was on the verge of going bankrupt while operating independently. Greyhound Lines Inc. bought its biggest competitor, Trailways Lines Inc., for $80 million.
