More Animals Neutered or Spayed

The city of Glendale has an opportunity to strike a blow against the tragic problem of cat and dog overpopulation as it considers a new law to limit the number of cats and dogs its residents can keep in their homes (Glendale section, May 5). Why not allow residents to keep a larger number of animals if those animals are spayed/neutered, and fewer if they are not?

This would allow compassionate people such as James Wingman, mentioned in the article, to rescue strays and keep them from being put to death at city shelters. Such a provision also would have the effect of educating people about the great need to spay and neuter their pets and to persuade others to do the same. And such a law might serve as a model to other cities in California and the nation!
