Israel will send diplomats to Moscow to take up consular duties for the first time in 21 years, a Foreign Ministry official in Jerusalem said. He said that up to six Israeli diplomats could leave for Moscow as early as next week. The accord, reached in two months of secret negotiations, comes 10 months after Soviet consular officials began operating from the Finnish Embassy in Tel Aviv. The Israeli diplomats will reportedly work from the Dutch Embassy. The Soviet Union broke off diplomatic relations with Israel after the 1967 Middle East War.
