Los Angeles Police Chief Daryl F. Gates presented badges to 40 recently promoted officers, including Deputy Chief Bernard Parks, one of the highest-ranking black officers, and Capt. Jan Carlson, the only woman captain in the department.

“You are key to making this organization run,” Gates told the officers and their families in a ceremony at Parker Center police headquarters.

Parks, 44, oversees 1,212 detectives and 5,734 uniformed officers and sergeants as head of the department’s Operations Headquarters Bureau.
