U.S.-Canada Free Trade Bill to Be Delayed

Canada’s Senate will block the free trade deal with the United States until after the next federal election, opposition Liberal Party leader John Turner said today.

“I have asked Liberal senators to delay passage of the trade bill until Canadians have decided whether they want it passed,” Turner told a news conference.

He said the Liberal leader in the powerful, though un-elected, Senate has assured him that the senators will “support the request” to block the bill, which would eliminate all remaining trade barriers with the United States.

The Senate, which is dominated by the Liberal Party, has stalled legislation in the past.

Prime Minister Brian Mulroney’s Conservative government has an overwhelming majority in the elected House of Commons and has until September, 1989, to call an election.
