The General Services Administration said it has postponed until the end of 1988 the awarding of $25 billion in contracts for a massive telecommunications systems for the federal government. The GSA had hoped to award the contracts by Sept. 30. It said the delay was needed for further evaluation of the technical and financial data in the bids and because of a one-month extension of the bidding deadline granted last winter. Bids were submitted on the project on April 29. The project, known as FTS-2000, calls for the complete overhaul of the government’s telephone network, which is currently run by American Telephone & Telegraph Co.
