PLO leader Yasser Arafat met with Egyptian President Hosni Mubarak in Cairo and said he is optimistic that the Palestinians will have their own state and their flag “will flutter over Jerusalem.” Arafat held what he described as “positive and constructive” talks with Mubarak on the Palestine Liberation Organization’s options in the wake of Jordan’s July 31 decision to sever its ties with the occupied West Bank. “. . . Our people are heading toward a solution that will put them on their own soil,” Arafat said. Earlier, he denied reports that the PLO had shelved the idea of a provisional government and was restricting itself to proclaiming an independent state.
