The way Bush attacks President Jimmy Carter as a “tax-and-spend-governor” in the White House, you would think he wasn’t a part of “borrow-and-spend-governor” Reagan Administration. They’ve made Carter’s spending look like pennies--adding more to the national debt than all the “big spending Democrats” combined.
