U.S. Trade Representative Clayton K. Yeutter announced an investigation into the way Japan runs its building trades to see if it includes unfair practices that hurt or threaten U.S. industry. He said the action was required by the Trade Act that President Reagan signed into law in August. The investigation will cover Japanese acts, policies and practices that may be barriers to U.S. architectural, engineering and construction services, and consulting services related to them. A finding of unfair practices could lead to U.S. retaliation.
