* Charles R. Lee has been elected president, chief operating officer and a director of GTE effective Jan. 1. Lee assumes the position left vacant by James L. (Rocky) Johnson when he became GTE chairman and chief executive last April. Lee, 48, previously was senior vice president-finance and planning. His successor has not been named.
