Soviet envoy Yuli M. Vorontsov discussed the future of Afghanistan with Pakistani President Ghulam Ishaq Khan and other Pakistani leaders on the eve of the diplomat’s planned talks with Afghan rebel chiefs. Vorontsov, ambassador to Afghanistan, had lunch with Ishaq Khan, who told the envoy, “The creation of a broad-based government is the best solution to the Afghan problem,” Pakistan Radio said. Vorontsov and his delegation plan to hold a second round of talks with Afghan rebel leaders today at Pakistan’s Foreign Ministry.
