The British government introduced legislation to combat soccer hooliganism by making spectators carry identity cards, but players, fans and some politicians charged it would damage the sport and infringe citizens’ rights.
The bill, which will not come up for formal debate for several weeks, would force the 92 professional soccer clubs in England and Wales to institute the membership card scheme by next season.
