Blast in China Kills 28

BEIJING — An explosion at a power station in the southwest Chinese province of Guizhou last month killed 28 people and wounded 16, the People’s Daily newspaper said Thursday. It said the accident happened April 26 when workers at the station were preparing to blow up a large rock that had become a safety hazard, and the explosive went off prematurely.
