The Soviet Union reopened negotiations with Afghan rebels on the return of Soviet prisoners of war held by the guerrillas in Afghanistan. The 45-minute meeting in Islamabad, Pakistan, was the first between the two sides since January, when talks aimed at reaching an agreement to end the 10-year-old Afghan civil war broke down. The Soviet Union in February finished withdrawing its troops, which were backing the Kabul regime. The rebel-run Afghan News Agency said each side sent three delegates to the latest talks at the Pakistan Foreign Ministry.
