The Senate approved a compromise designed to allow speedy passage of a bill providing $3.5 billion in emergency spending for veterans and other programs. The legislation passed by voice vote and was sent to the House, which was expected to act on it today. The revised package drops a plan by House Democrats to add $821 million to anti-drug programs this year. In exchange, other spending items in the bill would be trimmed back about $75 million, with that money earmarked for the anti-drug effort. The White House had threatened to veto the bill if the drug money were included. The Administration contends the agencies involved already have all the money they can spend in the current fiscal year, ending Sept. 30.
