Saying the sport of track and field needs help, Olympic gold medalist Carl Lewis has proposed a comprehensive plan that he said can put the U.S. track program on its feet.

Lewis said his plan includes an increase in the athletes’ share of profits and the establishment of a national, independent agency to test for steroids. But he said he has had problems getting track officials to listen to his proposal.

Lewis boycotted last week’s U.S. Outdoor Track and Field Championships in Houston because of his belief that track’s governing body has been unresponsive to the sport’s needs.
