Syria must withdraw its troops from Lebanon, Deputy Secretary of State Lawrence S. Eagleburger said on Christian-owned Voice of Lebanon radio. The Syrians have 40,000 troops deployed in mainly Muslim areas in Lebanon under a 1976 Arab League peacekeeping mandate. “All of the outside parties ought to back off and let the Lebanese make their own judgment about where their future lies,” Eagleburger said in an interview recorded in Washington. “There is too much foreign involvement on all sides.” In March, he had said the Syrian presence had restrained warring parties in Lebanon and that their withdrawal would worsen the situation.
