S. Korea Teachers Stage Protest; 1,600 Arrested

SEOUL — South Korean police put on a massive show of strength Sunday to thwart a banned protest by teachers in Seoul and arrested more than 1,600 people, a police spokesman said.
“The protesters, mainly teachers, were taken in as a preemptive measure,” he said. “Most of them will be released sooner or later.”
Rally organizers had planned to mobilize 20,000 teachers, their relatives and students to demonstrate against laws they term “undemocratic” that ban teachers, as civil servants, from forming a union.
