A San Francisco civil grand jury has recommended that city jailers take steps to provide condoms to inmates as a safeguard against the spread of the AIDS virus, even though sexual intercourse in jail is a felony. The recommendation included a call for city officials to lobby legislators to make the distribution of condoms to inmates permissible. A year ago, in examining the issue, Dist. Atty. Arlo Smith said it was unclear whether the condoms could be distributed with such legislation.
