Defense Chief Names Aide for Intelligence

WASHINGTON — Defense Secretary Dick Cheney announced Monday that he has named Richard Haver, deputy director of naval intelligence, to be his special aide with broad authority over military intelligence policy.
Haver will be assistant to the secretary of defense for intelligence policy, a new position. His appointment will not require Senate confirmation because the post is not a permanent one.
