Soccer fans will not be allowed to stand to watch World Cup matches after 1992, international soccer’s ruling authority said in Zurich, Switzerland.

Joseph Blatter, general secretary of FIFA, said all games for the 1994 World Cup, starting with the preliminaries in 1992, must be played in stadiums with full seating.

The all-seating rule would be extended to cover all “high risk” games starting in 1993, Blatter said.
