Floor Action: Clean Air: Passed and sent to the governor on a 51-20 vote a bill (AB 2444) by Assembly Speaker Willie Brown (D-San Francisco) to require the South Coast Air Quality Management District to use fines to guarantee loans to small businesses to help them comply with the district’s recently adopted clean air plan. China: Passed and sent to the Senate on a voice vote a resolution (ACR 84) by Assemblyman Dave Elder (D-San Pedro) asking the Public Employee and state Teachers Retirement systems to consider divesting their respective stock portfolios of all investments in companies doing business in China in retaliation for the mass shootings and arrests of student protesters. Senate Floor Action: Auto Insurance: Passed and sent to the governor on a 36-0 vote a bill (AB 103) by Assemblyman Lloyd G. Connelly (D-Sacramento) to prohibit auto insurance agents from accepting kickbacks from motor vehicle accident repair shops in exchange for business referrals. Offshore Oil Drilling: Granted final legislative approval on a 21-11 vote to a resolution (AJR 2) by Assemblyman Steve Peace (D-La Mesa) asking the federal government to halt plans to lease 7 million acres off San Luis Obispo, Santa Barbara, Ventura, Los Angeles, Orange and San Diego counties for oil drilling. Discrimination: Passed on a 25-3 vote and returned to the Assembly for concurrence in amendments a resolution (AJR 4) by Assemblyman Johan Klehs (D-Castro Valley) asking Congress to deny tax-exempt status to social clubs that discriminate on the basis of age, sex, national origin or ancestry. Restrooms: Passed and sent to the governor on a 27-6 vote a bill (AB 2073) by Assemblyman Terry B. Friedman (D-Los Angeles) to require new service stations near major highways to provide free restrooms for customers during business hours, effective Jan. 1, 1990. State Officials’ Income: Passed and sent to the governor on a 39-0 vote a bill (AB 1238) by Assemblyman Ted Lempert (D-San Mateo) to require incoming elected state officials, legislators and some local officials to disclose all income received during the year prior to assuming office. Voting: Passed on a 21-14 vote and returned to the Assembly for concurrence in amendments a bill (AB 2145) by Assemblyman Bob Epple (D-Norwalk) to let citizens who become naturalized after the voter registration deadline to register and vote on Election Day at the county clerk’s office. Bill Introductions: Ethics: Senate Resolution No. 32 by Senate President Pro Tem David A. Roberti (D-Los Angeles) and Republican leader Ken Maddy of Fresno would ban honorariums, limit gifts from special interest groups and restrict outside income of top state Senate staff members.
