Ethiopia and Eritrean rebels agreed to resume peace talks Nov. 18 in Nairobi, Kenya, in their search for an end to Africa’s longest-running civil war, former President Jimmy Carter said in Atlanta, where the two sides held talks starting Sept. 7. Carter, acting as mediator, said the parties have not yet agreed on an African leader to act as co-chairman with him for the expanded negotiations. Spokesmen for the Ethiopian government and for the Eritrean People’s Liberation Front said a cease-fire will be considered only when the talks reconvene in Africa.
