Fred J. Manzella was promoted by Northrop Corp. to the new position of executive vice president and was elected to the board. He had been senior vice president-business operations. In his new job, Manzella, 59, will take additional responsibility for Northrop’s law, human resources and public affairs departments. Thomas V. Jones, the company’s chairman and chief executive, also announced the retirement from the board of Frank W. Lynch, 68, who retired from Northrop’s management last year. Lynch was the company’s president and chief operating officer from 1982 to 1987 and has been with Northrop for 39 years.
