Jamaica proposed an international paramilitary force under U.N. control that could respond to countries requesting help in fighting drug traffickers. Foreign Minister David Coore, who outlined the plan at the United Nations, said it would also include a central intelligence-gathering operation, a facility for training anti-narcotics agents, technical assistance for establishing addict rehabilitation and assistance in providing alternate crops to enable farmers to shift from growing coca and other narcotics.
