A week-old bus strike ended when drivers accepted compulsory arbitration ordered by the government, resolving the first crisis to hit President Carlos Menem’s four-month-old government. The stoppage, sparked by demands for higher wages to offset inflation, had crippled transport in Buenos Aires and provincial cities. Unions, which form the backbone of Menem’s Peronist party, argue that Argentina’s workers are making sacrifices but big business is not.
