AT&T; Plans to Boost Some Rates: Long-distance telephone rates, which have fallen nearly 40% since 1984, appear to have bottomed out as American Telephone & Telegraph, the market leader, asked federal regulators to let it increase domestic prices for night and weekend calling by $34 million a year, a 1.3% increase. The average price of a 10-minute late-night call from Los Angeles to New York would increase to $1.32 from $1.30, effective Nov. 29.
