* DEDICATION: The first learning center to be located on the grounds of a Los Angeles public housing project will be dedicated Tuesday at Imperial Courts. The center will be operated by the Los Angeles Unified School District to provide high-risk dropouts with basic skills and instruction in job preparation.

* MALATHION AND LAWSUITS: The Long Beach City Council is scheduled Tuesday to decide whether to file suit to prevent aerial spraying of malathion within city limits. Long Beach currently is not within the spray zone.

* PARADE DAY: Two parades in the San Gabriel Valley will get under way at 10 a.m. Saturday. Pasadena’s eighth annual Black History Parade begins at the corner of Fair Oaks Avenue and Mountain Street and ends at City Hall, where a speaker from the African National Congress is scheduled to address the crowd. Athlete-actor Jim Brown is grand marshal. Temple City’s 46th Camellia Festival Parade begins at the intersection of Las Tunas Drive and Rosemead Boulevard, heading east to Temple City Park. Merlin Olson is the grand marshal.
