WRITIN’, WRANGLIN’: Novelist Oakley Hall, director of UC Irvine’s writing program, has a semi-secret life: He is also an expert on the Old West, backdrop for several of his 19 novels. . . . Hall, an English professor, has just been inducted into the International Cowboy Hall of Fame in Oklahoma City, along with actors Clayton Moore (the Lone Ranger) and James Garner (Maverick). . . .
