The National Broadcasting Co. has named Albert F. Barber president of the Consumer News and Business Channel, the network’s 15-month-old cable-TV channel. Barber, 44, moves over from executive vice president at NBC, where he headed the network’s finance and technical operations departments. In his new position, Barber will report to Tom Rogers, president of NBC Cable.
