World IN BRIEF : INDIA : Vote of Confidence Survived by Singh

Indian Prime Minister Vishwanath Pratap Singh survived a leadership challenge when his parliamentary party gave him a vote of confidence and backed a job plan that has sparked Hindu caste riots. But former Deputy Prime Minister Devi Lal, one of the founders of the ruling Janata Dal party, resigned from Parliament in protest, and a group of dissidents demanded that Singh step down. Not only did Singh prevail, but his policy of reserving government jobs for low-caste Hindus was reaffirmed. The policy has ignited weeks of bloody rioting.
