Downey : Low-Income Exemption to Utility Users Tax Passes

The Downey City Council on Tuesday passed a resolution exempting low-income residents from the city’s new utility users tax, which is expected to cost the average family $30 to $60 a year.

The 3% tax on electricity, natural gas and telephone usage was approved last October and is expected to generate $2.1 million in annual revenue for the city. The money will be used to hire 27 police officers and other personnel.

A family of four with an annual income of about $12,000 or less qualifies for the exemption, Assistant City Manager Lee Powell said.
