Cable-TV Giant Plans Spinoff: Officers of the cable-television giant Tele-Communications Inc. have outlined plans to spin off $605 million in assets but said even that may not silence critics who are pushing for new regulations on the industry. TCI Chief Executive John Malone said the company will transfer cable systems valued at $298 million along with $307 million of cable programming assets into a new Denver subsidiary. The plan was proposed about a year ago.
