U.N. Secretary General Javier PEREZ DE CUELLAR rejected Baghdad’s charge that he is personally responsible for “indiscriminate and deliberate bombing” of Iraq. In a letter, he again urged Iraq to withdraw from Kuwait. IRAN asked permission from the U.N. Security Council to send food, powdered milk and infant formula to Iraqi civilians. No immediate action was taken. Under U.N. sanctions, food may be sent to Iraq only when authorized “to relieve human suffering.” EGYPTIAN President Hosni Mubarak made an unannounced visit to Tripoli for talks with Libyan leader Moammar Kadafi. Reportedly, Mubarak is trying to ensure that the mercurial leader stays in the anti-Iraq coalition.
